What does a County Commissioner Do?

This is the question I’ve been asked the most since I started my campaign. I put together some resources to help people better understand our county government.

I believe this should be conveyed to people in plain language that they can understand.

Why do i need to explain it?

Because of this:

Whenever a motion or resolution has been presented to the Commission and an amendment, or amendments, to the original motion have been offered and a motion to table is then made, and properly seconded, then the motion to table shall be acted upon first with discussion to cease after the motion to table is made, except that one proponent of the motion or resolution may speak to the subject, as well as the maker of the motion to table.

What they’re trying to say is this:

If someone moves to table an item (pause it) after amendments are proposed, the Commission votes on tabling immediately, with only two people allowed to speak: one supporter of the item and the person moving to table.

County rules are often written in legal and procedural jargon that’s hard for regular residents to follow.

What does a County Commissioner Do?

This is the question I’ve been asked the most since I started my campaign. Well, I made a document that answers this question.

What can you expect? A 1.5 page overview on County Government, then 2-3 pages describing the responsibilities of County Mayor, County Commission, and School Board.

County Commission (the county’s “decision and approval” body)

Think: board of directors for county government

Core responsibilities

  • Votes on the county budget (the spending plan)

  • Votes on the county property tax rate

  • Approves major spending (appropriations, big projects, contracts)

  • Passes county policies (often resolutions/ordinances)

  • Makes certain appointments

  • Can fill certain vacancies in county offices (until an election)

What it does NOT do

  • Does not run county departments day-to-day
    (Commissioners change things through votes, not by managing staff)

To summarize

County Mayor (the county’s “operations” leader)

Think: CEO for county government operations

Core responsibilities

  • Oversees day-to-day county administration

  • Implements the budget and policies the Commission adopts

  • Handles major financial administration responsibilities

  • Has care/custody responsibilities over county property/facilities (within legal limits)

  • In Wilson County, appoints most Commission committees (process role)

What it does NOT do

  • Does not unilaterally set the budget or tax rate
    (the Commission votes those)

The 3 main roles

  • County Commission = decides & approves

  • County Mayor = runs & implements

  • School Board = governs the school system

Biggest point of confusion

  • Schools are governed by the School Board

  • Schools are funded in part through the county budget, which the County Commission approves

  • The County Mayor helps implement what the Commission adopts (including funded services)

School Board (governs the school system)

Think: board of directors for the school district

  • Sets districtwide school policy

What it does NOT do

  • Does not set the county property tax rate

  • Does not pass the county’s overall budget
